- Organizations and groups providing direct services to Kitchener residents in arts and culture, special events, community support and development, or sports and recreation for people under 18. Applicants do not need to be incorporated not-for-profit corporations, but must demonstrate the ability to manage and govern the program or project, normally through an executive committee or coordinating board; individuals and part-groups are ineligible.

Council approved $264,012 in total 2026 Tier 2 grants, with final grant amounts determined through peer/staff review and Council approval; requests for 100% of a project or a significant amount that cannot fit the grant budget are not prioritized.
