- Eligible applicants
- Local Ottawa-based not-for-profit cultural organizations mandated in arts, heritage, festivals/fairs, or culture, with an active board of at least three members, at least 50% of board directors residing in the Ottawa region, the majority of programming occurring in Ottawa or an Anishinabe Algonquin First Nation, and an office and official mailing address in the eligible region. Renovation/restoration applicants must show facility ownership or a five-year lease. Major-capital applicants must also have been in existence for more than three years; for projects with total costs over $100,000, the organization must have received City of Ottawa cultural operating funding for the last three years.

- The public guidelines publish percentage limits rather than a single dollar cap: up to 25% of eligible costs for renovation, construction, restoration, or specialized equipment, and up to 50% for feasibility studies. The guidelines do not publish a fixed maximum dollar award for the major stream.

- Major capital projects with costs exceeding $60,000, including land purchase, renovation, construction, expansion, restoration, specialized equipment, needs assessments, feasibility studies, capital fundraising studies, or acquiring a local cultural facility that provides public cultural programming space. Operational costs, maintenance, and equipment associated with a single one-time project are excluded.
