Annual intake for the 2027 cycle opens September 16, 2026 and closes October 14, 2026; Operating Assistance is invitation-only and applicants must reapply annually.
- Eligible applicants
- Richmond-based non-profit arts and cultural organizations with an arts mandate, at least 12 months of legal operation, an established ongoing presence and public programming track record, local artistic activity, qualified administration and governance, and other cash revenue sources. Operating Assistance applicants must have a written invitation from City staff and have previously received and completed an Arts and Culture Project Assistance grant.

- Up to 30% of the annual operating budget, to a maximum request of $12,500 for the 2027 cycle.

Eligible activities
- Ongoing annual arts programming and operating costs, including music programming, artist and professional fees, administration, marketing, rent, utilities, insurance, and related organizational operations. Capital projects, deficits, start-up costs, fundraisers, and non-arts service delivery are excluded.
