- All cultural and community organizations and professional artists; applicants must present a true project partnership and one responsible joint applicant. Public or parapublic government agents, municipal corporations, and educational institutions are excluded from this volet.

- Maximum 75% of total project cost, up to $10,000; in-kind services such as staff, equipment, and room loans are included in the financial analysis.
