Eligible applicants
Registered non-profit societies, non-profit cooperatives, charities, Songhees Nation or Xwsepsum Nation Councils, or registered Urban Indigenous non-profit societies with an active volunteer board, an arts and culture mandate, at least one full year of operation, good standing, and facilities located and operated within Victoria. Expansion applicants generally need a secured space with at least a two-year tenancy.
Funding amount or limit
The City page states $15,000–$250,000 per organization and $250,000 total available for 2026. The 2026 guidelines set category limits of up to $250,000 or 50% for property acquisition/redevelopment, $75,000 or 50% for infrastructure upgrades, $50,000 or 50% for accessibility upgrades, $25,000 or 50% for specialized equipment, and $15,000 or 50% for planning/feasibility, whichever is lower.

Eligible activities

  • New or additional cultural spaces, property acquisition or redevelopment, infrastructure and accessibility upgrades, specialized equipment, and planning or feasibility studies for arts and culture facilities. Recurring operating costs, routine maintenance, programming, artistic production, musical instruments, and projects already underway are excluded.
