Eligible applicants
Registered non-profit societies, non-profit cooperatives, charities, Songhees Nation or Xwsepsum Nation Councils, or registered Urban Indigenous non-profit organizations with an active board, at least one full year of operation, an arts/culture mandate or regular artistic programming, good standing, and a prior edition of the festival meeting program criteria. The festival must occur within Victoria municipal boundaries.
Funding amount or limit
Four 2026 streams: Signature Festivals up to $40,000 or 10% of eligible cash expenses; Established Festivals up to $20,000 or 20%; Emerging & Growing Festivals up to $10,000 or 25%; Cultural Community Celebration up to $5,000 or 30%, whichever is lower in each stream. The 2026 program funded 43 events with $457,680 total.

Eligible activities

  • Annual or biennial, publicly accessible arts and cultural festivals lasting at least one day and no longer than one month, including eligible music festivals and celebrations with free or low-barrier public programming, professional artist compensation, and community or tourism impact. One-time events, music or concert series longer than one month, capital work, deficits, and non-arts events are excluded.
