- Organizations with an arts programming mandate that benefit City of Waterloo residents, have operated for at least one year, are not-for-profit or community organizations led by a volunteer board or executive committee or are registered charities, comply with applicable laws and bylaws, and submit a complete application. Individuals, for-profit businesses, government, educational, sports, social-service and religious organizations are ineligible.
