- Individual Whitby residents who live or work in the project neighbourhood; small groups of Whitby residents without non-profit or for-profit status; emerging projects and local changemakers whose work directly benefits and engages Whitby residents.

- One-time grant of up to $500 for project or event costs, including space rentals, materials and supplies, promotion, equipment rentals, safety gear and small tools.
